Working pensioners are deprived of indexation of their pensions at least until 2020. The state has been saving money on them since 2016, and the only way to increase a pension for a retiree who continues to work is to quit his job. However, once a year, pensions for this category of elderly Russians grow. This happens in August, when the Pension Fund recounts the number of pension points and establishes a pension increase for the points accumulated during the year. Recalculation of pensions for working pensioners from August 1, 2018 - how much pensions will increase for pensioners who continue to work at the end of summer.
Features of paying a pension to a working pensioner
According to statistics, as of mid-2019, there were 43 million pensioners in Russia, of whom nearly 10 million continued to work, despite their advanced age. A feature of the pension of a working pensioner is the lack of annual indexation. This provision was introduced in 2016, as one of the measures of emergency savings in the area of the erupted economic crisis.
In 2015, the government even considered the question of the complete abolition of pension payments to those pensioners who, upon reaching the age threshold, did not retire. However, this bill was eventually rejected for two reasons:
- The number of working citizens would be drastically reduced, since many of the 10 million working pensioners would simply stop working. Given the shortage of labor observed in the Russian Federation, an increase in the number of disabled citizens would have adverse economic consequences.
- Such a decision would violate the basic provisions of the Constitution. According to her articles, every Russian citizen who has reached a certain age has the right to apply for a pension, regardless of whether he continues to work or retires.
Recalculation of pensions for working pensioners from August 1, 2018
In August of each year, working pensioners are recalculated for their pensions based on the results of their work in the previous calendar year. This means that from August 1, 2018, the size of pensions for this category of senior citizens will be increased depending on whether the pensioner worked in 2017, how long he worked in the past year and what kind of salary he officially received.
The recalculation amount will be affected by such factors:
- whether the pensioner worked during the whole of 2017 or only part of it,
- how high a salary officially received a pensioner.
The maximum amount of recalculation is the cost of three pension points. Those who worked throughout the past year and received a salary of more than 20 thousand rubles can count on the maximum.
Please note - the recalculation will also affect those pensioners who are currently no longer working, but worked in 2017!
As for what the specific amount of recalculation of pensions for working pensioners from August 1, 2018 will be, in this case we need to remember one more important nuance.
There is no hope for indexing. poorly
At the beginning of the year, pensioners still had hope for a revision of this norm. In May, Prime Minister Dmitry Medvedev instructed to work on the issue of indexation. According to the Ministry of Labor, this event would have cost the budget 200 billion rubles.
However, later the head of the Ministry of Finance, Anton Siluanov, said that the opportunity to return to indexing pensions for working pensioners might appear in 2020, this issue could be considered when preparing the draft federal budget for 2020.
The other day, a bill was introduced in the State Duma that provides for the abolition of the norm, because of which working retirees were left behind. However, the Government of the Russian Federation immediately gave a negative conclusion, saying that the adoption of the law would require budgetary expenditures, and the source of financing was not specified in the law. In addition, according to officials, working pensioners already have a source to cover inflation costs in the form of wages.
How is pension recalculation for working pensioners after dismissal
The procedure for recalculating pensions for working pensioners after they retire is carried out automatically. This does not require any application to the pension fund authorities. In this case, the citizen receives all the amounts not received by him during his work, taking into account the IPK values and the value of the pension point.
After this, the pensioner has the right to re-enter official work, but his pension will remain at the same indexed level. No deductions from the newly established size for re-employment are not provided. Indexing is carried out from the beginning of the month following his dismissal.
How much will pensions for working pensioners be recounted in 2018
This nuance is as follows. For working pensioners who have been working for the last several years in a row, all indexations are frozen. This means not only that their pensions do not increase at the beginning of the year, when indexations for non-working recipients of old-age pensions occur. This also means that the value of the retirement point for them has been frozen at the level that was at the time they returned to work or at the time of retirement with old age with the same job.
In 2018, the cost of one pension point is 81.49 rubles. This means that the maximum allocation (three points) - 244 rubles 47 kopecks. But this is for those who worked throughout 2017, received a salary of more than 20 thousand rubles, and now it does not work.
If the pensioner continues to work, then the PFR will not use the indicator for 2018 as the value of the pension point, but the indicator that was at the time of the freeze. For example, if a pensioner retired several years ago, but retained his job, the Pension Fund will take into account the cost of a pension point for 2015 (the moment of freezing). This is 71.41 rubles. The maximum allocation will be only 214 rubles 23 kopecks.
Who is meant by the term “working pensioners”
The concept of “working pensioners” combines various categories of citizens.
- Citizens who went on a well-deserved rest by age.
- Persons receiving disability pension payments.
- Citizens who retired early.
Retirement benefits are not an obstacle to continuing employment. Citizens do not need to quit and lose their basic income. The payment of a pension for them will become additional financial support, which will provide an opportunity to improve their financial situation several times.
Retirement conditions are different for each category listed.
Citizens will be able to make payments:
- Reaching retirement age. For men, it is 60 years old, women - 55 years old.
- Working in difficult and harmful conditions. For them, the retirement age can be reduced by 5-10 years. For example, women can retire at 45, men at 50.
- Received disability working group. Assignment of the status of a disabled person is not always an obstacle to employment. A citizen may well work and receive retirement benefits, while his age does not matter.
- They have served in the military sphere for more than 20 years.
Thus, the concept of “working pensioner” includes a large number of citizens who simultaneously receive pension payments and official salaries.
What awaits working retirees in 2018
According to current legislation, the recalculation of insurance coverage and fixed payments to it, which are scheduled on February 1, do not apply to working pensioners. But in August 2018, an unauthorized recalculation will occur. The increase in benefits will depend on the contributions for each of them that were paid by the employer to the FIU for 2018. As for social benefits, from April 1, 2018, regardless of employment status, senior citizens should receive a premium of 4.1%.
Is there an increase in pension for employed
Social pension increases are paid to individuals whose income is below the subsistence level for a given region. Such surcharges from the state are provided only to unemployed pensioners, and are made monthly until the moment when the value of his income does not exceed the official minimum subsistence level. Accordingly, the pension allowance for working retirees is not expected.
Is it possible for a working pensioner to fully recalculate his pension
Working retirees receive a recalculation of their pensions, taking into account all those indexations that have passed by, immediately after dismissal from work.
In practice, it looks like this. If a pensioner leaves in July 2018, starting in August, he is entitled to an increased pension. But due to certain features of the financial statements of companies to the FIU and the work of the pension fund itself, the increase itself will happen only for the third month after the dismissal. In our example, a pensioner will receive an increased October pension in October and the difference between the old and the new pension in August and September.
The Pension Fund quite officially explains that in the case when a pensioner returns to work after receiving a pension recalculation, no one will take away his increase.
He will receive a raised pension and salary. True, the following indexation of the pensioner will not be affected again.
Including, no one bothers a pensioner to get the same employer at the same employer. Therefore, if there is such an opportunity to quit and return to work, and it also makes sense in such a step (for several months you will have to sit without a salary, for one pension, and the question is whether it is worth raising the pension for this), a working pensioner can use it for an additional increase .
How is the calculation of the pension of working citizens
Pension payments of employees are assigned according to the standard procedure. After the emergence of the right to payment, the citizen must apply to the PF. The amount of the pension is individual. Each pensioner will be assigned a separate payment amount.
It depends on three main parameters:
- The size of the individual coefficient (pension points).
- Cash equivalent of one point.
- The fixed amount of the premium.
In 2018, to retire, a citizen will need a minimum of 9 years of work experience, as well as 13.8 points. If a pensioner lacks any indicator, he will be able to count on the minimum amount of payments.
The cost of one point in 2018 is 81.49 rubles, a fixed premium - 4982, 90 rubles. The number of points earned is determined taking into account the total length of service and the amount of contributions monthly deducted from wages.
The determination of the size of the laid-off pension payments is carried out by multiplying the individual coefficient by the monetary equivalent and adding a fixed amount to them.
Example . Sokolova M.S. worked in the field of trade for more than twenty years. Over the years, the woman has earned 95 retirement points. The calculation of her pension is carried out as follows: (95 * 81.49) + 4982.90. The amount of payments will be 12 724, 45 rubles.
The citizen will be able to calculate the approximate amount of pension payments, starting from the above information and personal indicators, independently or using the online calculator provided on the official website of the FIU.
Will there be a pension indexation
Minister of Finance of Russia A.G. Siluanov noted that wage growth began to progress; therefore, an increase in income and a decrease in inflation rates are expected. Older citizens who continue to carry out labor activities have a higher income level than unemployed people. After dismissal, transfers will be recalculated for previous years, such is the procedure for indexing pensions to working pensioners after dismissal. Everyone makes their choice: continue to work, given the cancellation of recalculation, or not. Often need to go on a well-deserved rest is not allowed.
Annual one-time pension allowance
Starting in 2017, a government decision established a one-time payment to pensioners, made once a year. In 2019, the amount of this payment is 5 thousand rubles. This amount is due to each pensioner, regardless of his status: in the current 2019, 221 billion rubles were allocated from the state budget for these purposes. This is the only official retirement allowance for working retirees, provided for by applicable law.
Should working retirees expect a return to indexation
Almost certainly not worth it. What is happening in Russia in 2018 should make it clear to the Russians that times have finally changed.
In those years when the state earned a lot of money selling natural resources abroad, it could more or less adequately provide ordinary people, including pensioners. Pensions were rising, the country's economy was growing. There was enough money not only for oligarchs close to power, but also for ordinary people.
Now the times are completely different. The state, through its policies, brought the country under sanctions; the economy has never seriously reformed under modern conditions. While the world's largest companies were the high-tech giants, in Russia the old-fashioned bet was on the oil and gas industry.
Such a policy has led to the fact that there is little money in the country, and first of all they are provided by the close authorities of the oligarchs. There is no money left for ordinary people, therefore the budget is saved on the largest social expenses - pensions. Starting next year, it is planned to raise the retirement age. Existing pensioners supposedly will receive a substantial increase of one thousand rubles a month for each, but the state will take back even more by increasing the VAT tax.
It’s naive to count on the fact that working pensioners will be given an increase on an equal basis with unemployed ones. Officially, the freezing of pensions for working retirees has been extended until 2020, nothing prevents the extension of it even after that period for an arbitrarily long time.
What the law says about working pensioners
As a pensioner continues to work, he loses some privileges:
- The state does not provide allowances for worked experience.
- The annual indexation of payments is not carried out.
Such measures allow the government to reduce pension costs. Periodically, new laws are being developed that encourage retirees to leave their regular jobs.
For example, there is a bill implying the introduction of completely new rules for the provision of pensions for working citizens. If it is accepted, pensioners will have to choose between receiving a pension and wages.
The government also seeks to stimulate citizens to continue working and voluntarily renounce a pension, for its subsequent increase. So, refusing payments, a citizen will be able to increase their size to a maximum of 85%.
It should be noted planned increase in the working age of citizens that the government recently announced. It is beneficial for the state, as it will reduce payments and save budgetary funds.
However, citizens are not satisfied with such innovations, since they will have to continue to work the extra 3-5 years.
Continuing to work
There is nothing to please this category of citizens, since as an anti-crisis measure, pensions are not recalculated for working pensioners. In other words, in order for you to increase the size of transfers, you must give up work. In each PFR database, a coefficient is noted for each, depending on the amount of insurance premiums paid.As long as the person continues to work, these points will be awarded and will affect the size of the allowance.
When working pensioners canceled indexing
This happened in 2016. Those elderly citizens of Russia who retired in 2015 or earlier and have been working for the past few years receive a pension at the same level as three years ago. All indexations conducted from 2016 to 2018 did not affect them.
In Russia, about ten million pensioners continue to work when they retire. Freezing pensions for such people gives the country's budget substantial savings. The only question is whether this is a valid source for savings.
Act of 2016 on the abolition of indexation of pensions for working retirees
In 2016, in the light of the economic crisis and the budget deficit, the government adopted Federal Law No. 385, which prescribes the abolition of indexation of pension payments for employed pensioners. In it, in particular, it was pointed out that there was no need for indexing pensions for working pensioners, since they were able to independently provide for their living wage. The money saved on this was transferred to the fund for indexation of payments for non-working pensioners. The Federal Law No. 385 applied to the time period up to 2020.
How to apply for a pension to a working pensioner
Pension is issued at the territorial branch of the Pension Fund of the Russian Federation. A citizen should make an appointment through the terminal or the State Services website.
At the appointed date and time, you must bring to the PF the following package of documents:
- Application for the appointment of a pension.
- Passport of a citizen of the Russian Federation.
- The work book or its certified copy.
- Help from the place of work.
After receiving the documents, the PF employees carry out their verification for accuracy. Then, within ten days, a decision is made on the appointment of a pension. The citizen will receive the first payments no later than the third month after submitting the application.
Note that the submission of documents should not be delayed. It is recommended to do this within the first 3 months from the moment the right to payments arises.
Pensioning a soldier is carried out not in the PF, but in the department in which the citizen served. In this case, the list of documents differs from the standard. Additional certificates and certificates are attached to it.
Disability pension benefits vary by specificity. In this case, a fixed amount of funds is paid to citizens, i.e. work experience and the number of pension points are not taken into account. To apply for a pension, you will need to provide documents proving the assignment of a certain disability group. Since the amount of payments is small, a citizen has the right to continue to work at the same place of work or to get a new one.
From 2018, the mechanism for reviewing the amount of security for the period of official employment of citizens will be revised. How quickly indexation of pensions to working pensioners after dismissal will depend on whether the employer submitted information to the FIU on time. The budget of this department is determined taking into account the fact that the funds of non-working elderly people will be recalculated in accordance with the inflation rate.
How much working pensioners lose in 2018 due to freezing pensions
Calculating this amount is not so difficult. Since 2016, Russia has passed three indexation of old-age pensions:
- 2016 - by 4%,
- 2017 - by 5.8%,
- 2018 - by 3.7%.
Thus, if an elderly resident of Russia in 2015 was already a pensioner and continues to work from the same year, then for every thousand rubles of his pension he should have received another 141 rubles based on the results of three indexations.
That is, if the pension of such a person is equal to 10,000 rubles today, then if indexations were carried out, it would already be equal to 11,410 rubles. A pensioner loses almost one and a half thousand rubles every month due to freezing.
Of course, if a pensioner got a job in 2017, and in 2016 his pension was recounted, a slightly different figure will be obtained. As is the case with those pensioners who retired after 2016. But the general sense, when dealing with specific numbers, becomes better understood.
Yes, the pensions of working pensioners increase slightly due to additional experience (more on that below), but such an increase is very insignificant, and we can neglect it in our example.
According to the FIU
Having received an increase in pension of 55 rubles, the chief accountant of the company realized that something was wrong here. So who, if not her, to know how many contributions were transferred by the company to her personal account. A pensioner asked the FIU to explain to her the procedure for recalculating her pension.
She shared the answer of “pensioners” with clerks (see the letter in Word). In a letter, the FIU describes the calculation of the pension and reports that it was calculated correctly, in accordance with applicable law.
I asked the FIU about indexing pensions to a working pensioner. I was indexed at 55 rubles. What surprised me. An answer came from the FIU (which caused me even more questions.
I was interested in just such a paragraph: Calculation of your individual pension coefficient for the period from 04/01/2016 to 12/31/2016 made in the following order: 36939 rubles. 54 cop. (the amount of insurance contributions for the insurance pension in the amount calculated from the individual part of the tariff of insurance contributions for financing the insurance pension): 127360 rubles. 00 kopecks (the standard amount of insurance premiums in a calendar year) = 0.290 x 10 = 2.900. The value of the individual pension coefficient for the specified period amounted to 0.730 (7.830 (maximum value of the individual pension coefficient for 2016) - 7.100 (your individual pension coefficient for the period from 01/01/2016 to 03/31/2016, taken into account when assigning the pension) = 0.730).
Your individual retirement coefficient since 08/01/2017 amounted to 108.686 (107.956 + 0.730). The size of your old-age insurance pension payable since 01/08/2017 amounted to 8072 rubles. 11 kopecks (108.686 x 74 rubles. 27 kopecks. - the cost of one pension coefficient from 02/01/2016), a fixed payment to the insurance pension - 4723 rubles. 05 kopecks
I called and asked: 36939 rubles. 54 kopecks is that. they answer me, this is what the company listed. I am in shock. transfers for me personally (I myself know how many people have and when). I am offered to take all the reports + cdr + something else and come to the FIU. I’ll find time after reporting and I’ll definitely go.
On our forum, clerks note that in this case, the reason for the small recalculation is that the woman retired in 2016 and in general for the year the fund accrues no more than 7.83 points, of which 7.1 points are already awarded at retirement . That is, despite the fact that by the end of the year a pensioner has earned at least 3 points, the FIU cannot accrue them, since she observes the annual maximum.
55 rubles is all that the fund can offer a pensioner, for which the employer paid tens of thousands of rubles after retirement. Here is such arithmetic from PFR.
When will the indexation of pensions be renewed for working pensioners?
After that, there are no obstacles to its cancellation. However, it is possible that the freezing of indexations will continue for an indefinite period, as has already happened with funded pension contributions. Forecasts of experts on this score are diametrically opposed, and the possibility of repealing Law No. 385 depends only on the economic situation in the country.
How a working pensioner will be able to receive payments
In the application for the provision of a pension, a citizen must indicate the method of obtaining funds:
- To a bank account.
- Through the cash desk of a bank or mail.
- On hands through the postman.
If a pensioner plans to receive payments to a bank account, he should get the details in advance by submitting them to the PF.
Dates of indexation of retirement benefits after termination of employment
Elderly people who quit on January 1, 2018 will be indexed benefits from the next month upon termination of work, that is, from the month of dismissal. They will begin to receive money three months after dismissal, but the funds during this time will be compensated. Let's look at an example of how payments will be recounted in 2018 in the period following the month of dismissal:
- The man quit in August.
- September: The FIU will receive information from the employer that a specific citizen is still listed as an employee.
- October: the department has reports indicating that it is no longer engaged in labor activities.
- In November, the FIU will resume a review of the amount paid.
- In December, you can get a transfer, plus the difference between the old and new cash collateral for the last three months.
In 2018, the freezing of pensions for working pensioners remains
All indexations that were planned for 2018 have already been completed. So, in January old-age pensions for non-working pensioners were increased, as well as military pensions. In April, social pensions were recounted.
This is all the indexation of pensions that are prescribed in the 2018 budget.
Of course, you need to keep in mind that only old-age pensions for working Russians are frozen. If a person receives a social pension and at the same time works, such a payment will be indexed in any case.
Trust but check
Recall, as explained in the fund, the formula for calculating points earned consists of three actions:
1. We calculate how many contributions the employer in the PFR will pay for you: the size of your salary x 12 months. x 16%. For example, with a salary of 10,000 rubles, the amount of contributions for 2017 will be 19,200 rubles.
2. Divide the amount received by the amount of the maximum contribution to the FIU. In 2016, it amounted to 127,360 rubles. 19,200 / 127,360 = 0.15
3. Multiply this value by 10. It turned out 1.5 points. This is the number of pension points you earned in 2016.
Will pensions for employed people be increased or not?
Currently, the only possible indexation of pensions for employed pensioners is made only after they are dismissed from work. The annual increase in pensions for working pensioners occurs on August 1 in the form of a recalculation of the value of pension points accumulated by them earlier. The cost of the IPC score is reviewed annually, based on the magnitude of the inflation rate. There are no other options for increasing payments for this group of persons.
Will the pension of working pensioners be indexed
It has already been mentioned above that the pensions of working pensioners are not subject to indexation, therefore, its holding in 2018 is excluded. However, from August 1, it is planned to recalculate payments following the results of the past year. Thus, pensions for working pensioners will be increased automatically.
The ban on indexation of pensions for working citizens is connected with the desire of the government to reduce the costs of payments.
After dismissal from official work, pension payments will be indexed for all previous years.
In this case, the citizen will have to apply for recalculation to the PF. The increased amount of payments to the pensioner will begin to be paid no later than the third month after receiving the application.
Three months after the recalculation, the citizen will again be able to get an official job. Increased singing is not subject to reduction. This is extremely beneficial for retirees who want to change jobs.
Recalculation of the pension of working citizens is carried out not only at the end of the year, but also when:
- Reaching 80 years.
- Disability group change.
If a disability is removed from a working citizen, payments for him shall cease.
Hazardous recalculation of pensions
Many would like to receive a regularly increasing amount of income. With the help of the IPC and given the increase in inflation, the FIU appoints increases in monthly payments. Still worth considering some factors. For example, the salary and unaccounted coefficients obtained after the establishment of cash security, for all citizens will be different. Therefore, the premium to the August payments is individual. The increase in cash security depends not only on the points scored, but also on the time of completion of labor activity.
Pension indexation for working pensioners in 2018 is possible in only one case
This case is the dismissal of a pensioner from work, at least formal. After dismissal from the workplace, the pension will be recounted to the person, taking into account all those indexations that did not affect him due to freezing.
That is, if we take the conditional pensioner from the example above with a pension of 10,000 rubles, who retired before 2016 and worked all the last years, then his pension will automatically increase to 11,410 rubles, which we received as a result of our calculation.
It is important to know that in 2018 the scheme for calculating the amount of pensions in this case changed!
Until the end of 2017, the pension was due to some features of accounting in organizations and the deadlines for submitting employee reports to the Pension Fund of the Russian Federation, the amount of the pension was recalculated only three months after dismissal. In 2018, recalculation follows from the next month after the dismissal. However, in the hands of a pensioner will receive the money in the same three months.
Let's figure out how it works:
- Suppose a pensioner quit in May 2018 (no matter what date).
- Since June, according to the law, he is entitled to a higher pension, taking into account indexation. But the FIU still does not know about this.
- In June, the organization where the pensioner worked submits to the Pension Fund reports for May, where the pensioner is still registered as an employee. Even if he worked only one day.
- In July, a new report arrives - for June. She is no longer a pensioner as an employee. The FIU understands that pensioners should be indexed because they no longer belong to the category of workers.
- In August 2018, a pensioner receives a higher pension, which is recalculated taking into account all the missing indexations, as well as the difference between the new and old size of the pension in June and July.
If we return to the conditional pensioner from our example, who received exactly ten thousand rubles of pension, then after leaving, he will receive the same 10,000 rubles for another two months. For the third month, he will already receive 14.230 rubles in his hands. This is 11,410 rubles - his new pension, as well as 1,410 rubles for the previous two months. Then the pensioner will receive his 11,410 rubles and fall under all indexation of old-age pensions as non-working.
In connection with the described feature, it is important for the pensioner to correctly plan the time of dismissal. It is better to do this at the end of the month, and not at the beginning of the next. Then in the next month he will be entitled to indexation of the pension.
Is it profitable for pensioners to work in 2019?
According to the data for 2019, one in four Russians continues to work after retiring. There are several reasons for this: the desire to remain in the labor collective, the fear of loneliness, the desire to bring some benefit to society. But the main reason for such a phenomenon as working pensioners, of course, lies in the desire to ensure their financial situation.
To understand whether it is profitable to work after retirement, you can make small calculations. The lack of pension indexation robs such people of their monthly income. about 950 rub.if you take the average size of pensions. The minimum wage, officially established in the Russian Federation, is 11 thousand rubles. The benefits of continuing to work are evident.
However, constant attempts by the government to somehow “infringe” on the financial independence of employed pensioners, to circulate various rumors in the media about the possible complete deprivation of their pensions, create a nervous atmosphere. As a result, the number of working pensioners decreases every year. As many experts note, many of them do not so much retire as they continue to work without official employment.
Will pension be canceled for working pensioners
Information on canceling the pension of working citizens periodically leaks into the media. To date, such laws have not been passed. Working retirees will continue to receive well-deserved benefits. Nobody can deprive them of this right.
The only exception is cases of voluntary refusal of a pension. It has already been said that he contributes to a significant increase in payments in subsequent years.
When will be produced
In August 2018, the remittances of older people who continue to work will be automatically recounted. We are talking about those people who have insurance payments for disability or old age and for whom in 2018 insurance premiums were paid by employers. The size of the premium after recalculation will depend on:
- salaries for 2018
- amount of insurance investments,
- designated IPC.
In August 2018, pensions for working pensioners will increase. A maximum of 245 rubles
August is a traditional month when working pensioners do not significantly increase their pensions. This is due to the fact that the person worked another year and earned additional retirement points.
Unfortunately, the state has set a limit on the points a working pensioner can get, namely three points. In 2018, one pension point costs 81 rubles 49 kopecks. Thus, even in the most favorable scenario, when a person receives a sufficiently high salary, he will receive an increase in his pension in the amount of not more than 244 rubles 47 kopecks. For most, the amount will be less.
How a working pensioner can increase the amount of pension
Every working pensioner should know how to increase pension:
- Obtaining additional insurance experience.
- Voluntary refusal of payments.
- Providing an updated certificate of income.
- Opening of the funded part of the pension.
Citizens are also entitled to use the services of a non-state pension fund. As a rule, in this case, payments are made taking into account the funded part and the size of the insurance pension.
If a citizen is served by the FIU, and he has the right to recalculate payments, he must contact the territorial office, providing the necessary list of documents. Having submitted the application before the 15th day, payments will be recounted in the current month. After the 15th, next month.
How much pension will increase
For each case, an individual calculation is made in order to accrue the due pension increase to working pensioners. Since 2015, all insurance premiums from our incomes are transferred and considered as points, this information is stored on the personal account of the Pension Fund. The amount of each cash security depends on the accumulated points, called the individual pension coefficient. Even after applying for benefits, the number of points is reviewed and increased.
As for older workers, contributions of 22% of the salary are then deducted to the FIU and recalculated as points; each year in August, an unauthorized recalculation of these indicators is performed. In other words, you do not need to send any applications to take this money together with the allowance, since each year these transfers will be recalculated based on unaccounted points after going on a well-deserved rest, and you can get your money.
For example, in August 2018, accrual of statutory increases according to Clause 3, Part 1, Article 18 of the Federal Law “On Insurance Pensions” will be made on the basis of points received from January 1, 2017 to December 31, 2017. If the person was officially in this period of time is employed, then the increase from August 1, 2018 will be assigned using indexation.
Will indexing pensions be returned to working pensioners in 2018 - latest news from parliament
Considering that almost ten million voters feel injustice to themselves due to the freezing of pensions, this topic remains one of those that periodically raises for the government and parliament.
So, in 2018 there is not a single fraction in the State Duma that in one way or another would not offer to return indexation. The Communist Party faction introduced a bill in winter to return to the practice of indexing pensions for working retirees from February 1, 2018. LDPR deputies introduced a similar draft law on the return of indexations from July 1. “Fair Russia” did suggest not only returning to indexation, but also paying pensioners compensation for the money that they had lost due to freezing over the past years.
Even the ruling party, United Russia, appealed to Prime Minister Medvedev with a request that the new composition of the government raise the question of abolishing the freezing of pensions for working retirees.
By the way, the same Prime Minister Medvedev in April 2017 assured the Duma deputies, speaking in parliament, that defrosting pensions is a priority for the government. The problem is, this problem has not been solved even after a year. In 2017, we recall that the economic bloc of the Cabinet calculated the cost of the issue of returning indexations for working retirees and considered that the budget could not do it.
Thus, while there is absolutely no specifics regarding the defrosting of pensions. It is clear that any deputy or official, if asked such a question, will say that this is a problem that urgently needs to be addressed and that the state is concerned about this. Only in practice can one wait for a solution to an infinitely long time.
Alas, it is not yet possible to please working pensioners with good news. It remains only to observe and hope that at least the increase in oil prices and the additional money that the treasury receives due to this will finally allow the state to solve this protracted problem.

How will the pension be recalculated for working citizens
Recalculation of the pension of working citizens is carried out annually.
- Processing time. A pensioner must work for at least one year. Otherwise, recalculation is not carried out.
- The amount of contributions to the PF. At the end of the year, the total amount of payments to the individual account of the employee is calculated. This refers to monthly deductions to the PF from wages made by the employer.
After recalculation, the number of pension points increases, which in turn affects the amount of payments. However, a pensioner must take into account that a maximum increase of three points is allowed in one year. This means that even with the largest contributions to the Pension Fund, a pensioner can only increase payments by 244.47 rubles.
Example . Pension of a citizen Mironov S.M. is 14 582 rubles. At the end of 2017, he was entitled to a payout increase of 2 points. The amount of the increase will be 162.98 rubles. Starting in August, Mironov will receive a pension of 14,744.98 rubles.
August pension recalculation is carried out automatically. The pensioner does not need to visit the PF and collect documents.
Will they issue compensation in the amount of 5,000 rubles in 2019
In 2017, working and non-working pensioners received a one-time payment in the amount of 5 thousand rubles. It was issued in the form of compensation for the lack of increase in pensions in previous years. In 2018, these payments were not made and are not planned in 2019.
Summing up, we note that the pension of working pensioners in 2018 did not undergo significant changes. There is no planned indexation of payments, while in August a recalculation will be made based on the results of the previous year. The average pension of working citizens in 2018 amounted to 15 thousand rubles.
